[Webinar] REACH Compliance: What You Need to Know

58:48
If a company manufactures a product in the hope of accessing the European Union market, it is likely they will eventually encounter the Registration, Evaluation, Authorisation and Restriction of Chemicals Regulation (REACH). Complying with REACH can be a challenge for many companies, as its requirements are ever-changing and new substances of very high concern (SVHCs) are regularly added to its list of restricted substances. In order to stay ahead of this evolving regulation, companies must implement an agile compliance program which can adapt to change while meeting rigorous regulatory obligations. In this video, join Valerie Kuntz, Assent’s Subject Matter Expert on restricted substances, as she explores the REACH Regulation and provides key insights companies can use to create strong compliance programs. In this webinar, you will learn: -What the REACH Regulation is -What are the regulation’s main compliance requirements? -What is the SVHC Candidate for Authorisation List? -… and more! REACH compliance requires companies to access their supply chain and collect vital product composition data, analyze the information and ensure they meet the regulation’s thresholds. This video provides the opportunity to learn more about REACH, understand its requirements and how you can comply with the regulation. How to make a Regulatory Compliance Declaration - view update at https://youtu.be/b34ishGzQOI

07:20
This animation is out-of-date. View updated version at https://youtu.be/b34ishGzQOI BOMcheck saves time by enabling suppliers to generate one Regulatory Compliance Declaration for a list of part numbers which all have the same regulatory compliance status. For example, a product family of "ceramic capacitors" contains a large number of part numbers (e.g. for different values of capacitance) but all of the part numbers are manufactured using the same set of materials and so all part numbers have the same compliance status for RoHS, REACH etc. The BOMcheck Regulatory Compliance Declaration tool reduces REACH compliance costs by 66% by enabling suppliers to screen out SVHCs which are not normally found in found in parts and materials in the electrotechnical industry and providing detailed chemicals guidance for the remaining substances. Using the BOMcheck tools to create a Regulatory Compliance Declaration for a list of part numbers is an 8 step process: 1. Create your parts list in Excel by including the part number in column 1, the part name in column 2 and the part weight in column 3. Do not include a header or title row and do not include data in any other columns. Save your file as a Unicode text file. 2. Login to www.BOMcheck.net and select 'Enter Data' and then select 'Add Declaration' and you will see the tool to make a Regulatory Compliance Declaration. Select 'Browse' to attach the list of part numbers, part names and part weights and then use the drop-down boxes to specify the unit of weight (kg, gm, mg or µg) and the material unit (each, centimeter, meter, square centimeter, square meter, cubic centimeter, liter or cubic meter). 3. Complete the Regulatory Compliance Declaration for the parts list. 4. Attach PDF evidence documents (e.g. RoHS test certificates if available) to support your declaration, if necessary. 5. Enter the date that the declaration is valid from. This can be a date in the past if the declaration has been valid for some time. 6. Type in the title of the parts list which is attached to the declaration (e.g. ceramic capacitors). The declaration title will help you to locate your parts list in your Account Overview screen if you need to change or update the declaration details for your parts list in the future. 7. Choose whether to make the declaration confidential so that it can be only be viewed by certain manufacturers. 8. Preview the declaration, approve it and then sign it with your electronic signature by typing in your password. Congratulations! Your declaration is now published in BOMcheck and your customers can now access the compliance information for your part numbers.

How to update your systems to manage compliance with new REACH obligations

52:33
Companies’ obligations to inform their customers about 168 REACH Candidate List Substances of Very High Concern (SVHC) in their products changed on 10 September 2015 following the European Court of Justice (ECJ) ruling. Companies now have to inform their customers if any articles in their products contain more than 0.1% of an SVHC by weight of the article, instead of by weight of the product, and provide information on safe use according to European Chemicals Agency (ECHA) new guidance published 17 December 2015. This free webinar held on Tuesday 16 February explains the impact on companies and their supply chains in the electrotechnical industry and provides best practice recommendations from RoHS Ready Managing Director Jim Kandler on how to update your systems to manage compliance. Prior to founding RoHS Ready, Jim led the GE Healthcare compliance program to collect supplier declarations for 250,000 parts for RoHS, REACH and other substance regulations. His team set up company-wide procedures and loaded declarations into several leading in-house IT systems. You will also hear how Siemens, Philips, GE Healthcare and other leading companies have used BOMcheck to implement ECHA recommendations to: • share chemicals knowledge to screen out 95 SVHC substances which are not relevant to the electrotechnical industry • establish supply chain communication standards and systems to collect information on safe use from suppliers.

How to update your Regulatory Compliance Declarations for BOMcheck Version 4.9

29:07
BOMcheck Version 4.9 was implemented on 6 July 2017 and includes the new REACH SVHC that the European Chemicals Agency should have added to the REACH Candidate List today, 6 July 2017. The addition of this one new substance to the REACH Candidate List is delayed by paperwork at the European Commission. However, ECHA has provided the draft Press Release to BOMcheck which confirms all necessary details about this new substance. To allow suppliers time to start investigating this new SVHC before the summer holidays start, we have gone ahead and updated BOMcheck today, 6 July 2017, for this new REACH Candidate List substance. BOMcheck Version 4.9 also includes the following amendments to other lists in BOMcheck • New substance restrictions for ‘Pentachlorophenol (PCP)’ and ‘Fluorinated Greenhouse Gases (PFC, SF6, HFC)’ have been added to the BOMcheck list of ‘Substances restricted or declarable by other legislation’. • A new substance restriction for ‘Perchlorates in all batteries’ has been added to the BOMcheck list of ‘Battery substance restrictions’. • A new industry restriction for ‘Alkylphenol and alkylphenol ethoxylates’ in textile and leather articles has been added to the BOMcheck list of ‘Industry restricted and declarable substances’. In addition, BOMcheck Version 4.9 now supports the new COCIR list of Restricted and Declarable Substances for Medical Devices, which is published on the BOMcheck website. BOMcheck Version 4.9 includes a new Product Scope question which requires the supplier to confirm whether their parts can be used in Medical Devices. If the supplier confirms that yes, their parts can be used in Medical Devices then the supplier is required to complete the additional substance restrictions for Medical Devices which are now included in BOMcheck. If the supplier states that the part can not be used in Medical Devices then these Medical Device substance restrictions are not displayed to the supplier. If you have created full materials declarations then you do not need to take any action. The regulatory compliance declarations which BOMcheck generates from your full materials declarations have been updated automatically for these new substance restrictions. This webinar is for people who have created regulatory compliance declarations and so you need to understand what types of materials these new regulated substances can be found in, and how to update your regulatory compliance declarations for these new substances. The webinar concludes by demonstrating how you can update an individual regulatory compliance declaration in your supplier account and how you can also choose to update all of the regulatory compliance declarations that you yourself have made the supplier account for specific substances in one go.

Understanding the IPC-1752A Material Declaration Management Standard

03:33
Material declaration data exchanges can be time consuming and difficult. Certain directives, such as the European Union RoHS Directive, place restrictions on the use of specific materials and substances in products. In 2005, the JIG101 joint industry guide materials composition declaration for electronic products was released to identify materials and substances required for disclosure. This guide was then superseded by the IEC 62474 material declaration standard. The Institute of Printed Circuits (IPC) and its associates created a data exchange standard to support these initiatives, as well as ones that will develop in the future. The IPC-1752 standard establishes a common reporting format for material declaration data exchanges throughout the entire supply chain. The current version of the standard, IPC-1752A, is a reporting format in an XML Schema that supports various classes of material declarations: Class A, Class B, Class C and Class D. The standard supports reporting of bulk materials, components, printed circuit boards, sub-assemblies and products. The IPC-1752A standard is supported by third-party solution providers which allow users to create, change and read the standard’s XML Schema. The Assent Compliance Platform (ACP) is a comprehensive compliance solution for materials management. The elegant suite of products provides companies with everything they need to import, extract, alter and export the IPC-1752A standard — streamlining the entire reporting and data collection process. To discover the Assent Compliance Platform and to learn how it supports the IPC-1752A standard, visit the website here: http://www.assentcompliance.com/ipc-1752a-standard/ For all inquiries, contact [email protected] to speak with a member of the Subject Matter Expert team.

[Webinar] Product Compliance Essentials

30:44
Full material disclosures (FMDs) change the way companies do compliance. Implementing FMDs into your compliance program will allow your company to see exactly what substances are in its products. This level of visibility eliminates the need to revisit the supply chain every time a regulation like REACH or RoHS is updated, and provides unprecedented insight into your supply chain. Traditional solutions, which include spreadsheet response tracking and requesting declarations of compliance from suppliers, do not help companies stay ahead of evolving requirements. As new substances are restricted under regulations, and as exemptions expire, companies face greater challenges in maintaining compliance. Assent’s Chemical Reporting Module helps companies unlock the power of full material disclosures. Utilize the Supplier Portal to collect declarations, such as IPC-1752A Class D XMLs, from your suppliers, and leverage the Part and Product Details pages, the FMD Generator and comprehensive reporting to take full advantage of your compliance data. This module automates the complexity of supply chain outreach and makes submitting and collecting material declarations straightforward. In this video, Assent’s Michael Penney, Compliance Specialist, demonstrates the most comprehensive compliance tool on the market. You will also learn how to leverage Assent’s market-leading compliance solution to get the most out of your compliance program. The FMDComplete Material Disclosure Tool helps you to upload, edit, validate and generate IPC-1752A XML declaration files. What is Product Regulatory Compliance?

04:14
This video explains, in under five minutes, what product regulatory compliance is. Assent Compliance’s Director of Product Strategy, Brandon Waselnuk, gives an excellent overview of what regulations are involved when producing a product. He reviews various regulations such as REACH, which is an E.U. regulation relating to restricted substances in products, and the Dodd-Frank Act Section 1502, which involves the use of conflict minerals. To learn about various industry regulations, visit the Assent Compliance blog here: http://assentcompliance.com/blog/ Product compliance is an essential part of producing any product. When creating products, companies need to understand what materials are being used and ensure the markets they are selling to do not restrict these substances. They also need to ensure the materials are ethically sourced to comply with regulations around conflict mineral sourcing and anti-human trafficking. Finally, companies need to make sure their products are safe and the factories where these products are produced operate ethically. Teknoflor Naturescapes HPD - The Living Product Challenge

07:50
Teknoflor® Naturescapes HPD™ is the brand’s first organic sheet good made with ecuran, an organically-derived polyurethane composite material processed from plant-based oils such as castor oil and naturally occurring minerals such as chalk. This resilient sheet flooring product has all the advantages of sheet vinyl: durability, easy maintenance and versatility, but without the PVC. The product comes in twenty-four beautiful designs across three distinct styles that can be used independently or together. Currently sold throughout the United States by Shannon Specialty Floors and designed and sourced by Metroflor Corporation, Naturescapes HPD has an LBC-Compliant Declare label (a nutrition label for building products). While both Shannon and Metroflor have a longstanding history of safe and sustainable practices, it is largely thanks to their work with organizations and collaborations like the International Living Future Institute (ILFI), the Health Product Declaration Collaborative (HPDC), and mindful MATERIALS that the environmental business focus at each company has expanded to include transparency and material health. This has led the two companies to extensively examine their corporate culture and the products they bring to market, while also allowing them to set precedents in the resilient flooring industry – an industry they’ve both called home for decades. Shannon Specialty Floors became the first company in the flooring industry to receive a JUST label, while Metroflor Corporation’s Aspecta division became the first to receive a JUST label for a factory based in China (and all of Asia, for that matter). Metroflor was the first company to have Declare labels issued in six languages for several of its Aspecta commercial flooring products, and was the first to have a Declare label issued for a multilayer modular flooring product. Despite such accomplishments, Shannon and Metroflor realized that the crown jewel of sustainability and transparency-based programs – the Living Product Challenge (LPC) – was one that they had not yet achieved. Tackling the LPC would first require an alternative to PVC-flooring. This made Teknoflor® Naturescapes HPD™, a polyurethane sheet flooring product that the two companies had been developing in conjunction with Windmöller GmbH, the natural choice for LPC certification. Shannon and Metroflor next secured the aid of WAP Sustainability Consulting, a firm whose employees had extensive experience as LPC assessors and consultants. Over the course of the next four months, the four companies poured extensive time and resources into the Living Product Challenge…with organization, open communication, and drive & determination allowing them to successfully reach their goal. Through their combined efforts, Teknoflor® Naturescapes HPD™ has become the first resilient flooring product to achieve Petal Certification under the Living Product Challenge.
Enforcement of RoHS, REACH and POPs substance restrictions across Europe

34:11
This webinar provides details about enforcement actions and product withdrawals across Europe for RoHS, REACH and POPs substance restrictions, and explains how how www.design4compliance.com provides a complete solution for managing compliance across your product lifecycle with Siemens PLM Software's Teamcenter and thinkstep modular solutions. Did you know: • Product testing by the Swedish Chemicals Agency (KEMI) in 2016 found that 37% of low-price electrical and electronic products were non-compliant to RoHS and/or POPs substance restrictions. KEMI reported 30 companies to prosecutors for enforcement action. • Product testing by 7 countries across Europe in 2016 found that 24% of USB cables were non-compliant to RoHS substance restrictions. Product testing by KEMI in Sweden found that 40% of USB cables also contained REACH substances of very high concern (SVHCs) which companies had not disclosed to consumers. • The high percentage of non-compliant cables in 2016 is surprising in view of the enforcement action taken against Sony in 2001. In December 2001 Dutch customs impounded 1.3 million PlayStation One consoles and 800,000 accessory packs worth over USD $162 million because the cables contained up to 20 times the permitted levels of cadmium.

Changes to the Definition of an "Article" Under EU REACH

15:43
In 2017, the European Chemicals Agency clarified the definition of an "Article" under EU REACH, which changes the way that your Substances of Very High Concern (SVHC) totals are calculated. Companies affected by EU REACH may declare that their products contain no SVHC substances of more than 0.1%, but if you are still calculating based on the weight of the product as a whole instead of the weight of each individual component, you could be making an inaccurate declaration. This video describes the change and explains how you should be calculating your SVHC values. GreenSoft Technology, Inc. provides data services to help with this process. We collect Full Material Declaration (FMD) data from your suppliers for you and use our GreenData Manager software to store and calculate the data, using the correct formulas to determine whether the product can be declared as SVHC-free or not. Even if you have collected compliance declarations from your suppliers before, it may need to be recollected with this new calculation formula in mind. New California Prop 65 product warning rules, enforcement activities and compliance screening

42:51
This webinar explains the new Proposition 65 warning methods and content which take effect in California from 30 August 2018, highlights how Proposition 65 compliance is enforced by private ‘bounty hunter’ attorneys, and demonstrates how the screening assessment which is published inside BOMcheck helps companies reduce the time and cost for Proposition 65 compliance by 97%. Proposition 65 requires the Governor of California to publish a list of chemicals known to cause cancer or birth defects or reproductive harm, and for businesses with 10 or more employees to provide “clear and reasonable” warnings if their products expose individuals to any Proposition 65 substance above “safe harbor” levels. The list currently includes more than 900 chemicals and the California Office of Environmental Health Hazard Assessment (OEHHA) updates the list regularly. In August 2016 OEHHA introduced new regulations which change the “safe harbor” warnings which are deemed to comply with the law. The new “safe harbor” warning methods and content take effect from 30 August 2018. California empowers private citizens, working with ‘bounty hunter’ attorneys, to enforce compliance with these Proposition 65 warning requirements. In the past 17 years the number and size of the settlement payments carried out by private ‘bounty hunter’ attorneys have trebled, from around $10 million dollars in 2000 to around $30 million in 2016. There are more than 900 substances on the Proposition 65 list. Dr Paul Goodman at RINA consulting has produced a screening assessment which is published inside BOMcheck and helps companies the time and cost for Proposition 65 compliance by 97%. Dr Goodman’s screening of the 900+ Prop65 substances, supported by detailed investigations by BOMcheck (including checking relevant Prop65 settlements in California), found that • 105 substances may be found in component parts of mechanical or electrical products • 39 of these substances do not require “safe harbor” warnings, for example Indium Phosphide is a crystalline solid located inside electronic components which are located inside products • 66 of these substances may require “safe harbor” warnings BOMcheck has taken the screening to another level by identifying that 29 of these 66 substances are already regulated under RoHS, REACH substance restrictions, POPs regulation or REACH Candidate List in BOMcheck with the appropriate threshold levels. In other words, if supplier parts are already compliant to the RoHS, REACH substance restrictions, POPs regulation and REACH Candidate List in BOMcheck then there are only 37 new substances that suppliers need to provide compliance declarations for Proposition 65. The BOMcheck reporting tools produce a report on whether the suppliers’ parts contain any of the list of 66 Prop65 risk substances by combining the suppliers’ declarations data for the 37 new Proposition 65 substances with the suppliers’ declaration data for the 29 Proposition 65 substances which are already regulated under RoHS, REACH substance restrictions, POPs regulation or REACH Candidate List in BOMcheck.

What Is the New REACH Guidance?

02:43
On June 28, 2017 the European Chemicals Agency released an update to their guidance on requirements for substances in articles. This guidance, for the REACH Regulation, clarifies communication requirements for substances of very high concern (SVHCs), in relation to the Court of Justice of the European Union's (CJEU) 'once an article always an article' ruling. The ruling was necessary in response to a number of EU Member States who did not agree with the interpretation. France was committed to enforcing REACH under their own interpretation of the 'once an article always an article' ruling. This resulted in two French trade associations requesting a ruling from the European Court of Justice. Prior to the updated guidance, companies have been adapting without official guidance from the European Chemicals Agency. The ruling states that SVHC compliance should be based on concentration thresholds for each individual article within a product or object, not the product as a whole. This was a game changer for industry. With this release, suppliers and importers now have the context they need to assess compliance with the requirements of Article 33 and Article 7(2) of the REACH Regulation. The improvements offer a more comprehensive set of examples to help them understand the conditions under which they must communicate the composition of their products. This is a strong signal that the ECHA will continue to provide further and ongoing industry guidance in relation to the REACH Regulation. [Webinar] Product Compliance Essentials

26:47
Full material disclosures (FMDs) change the way companies do compliance. Implementing FMDs in your compliance program allows your company to see exactly which substances are in its products. This level of visibility eliminates the need to revisit the supply chain every time a regulation such as REACH or RoHS is updated, and provides unprecedented insight into the supply chain. Traditional solutions, which include spreadsheet response tracking and requesting declarations from suppliers, do not help companies stay ahead of evolving requirements. As new substances are restricted and exemptions expire, companies face greater challenges to maintaining compliance. Assent’s Chemical Reporting Module help you unlock the power of full material disclosures. In this video, Assent’s Compliance Specialist, Michael Penney, demonstrates the FMDComplete Material Declaration Tool with use cases, and discusses how to leverage Assent’s market-leading compliance solution to get the most out of your compliance program. Learn more about the Assent Compliance Platform here: https://www.assentcompliance.com/compliance-software/ Use the FMDComplete Material Disclosure Tool to upload, edit, validate and generate IPC-1752A XML declaration files: https://www.assentcompliance.com/fmdcomplete/ Experience our webinars live.
