Some of the organizations were under the direction of the Confederate government, others operated independently with government approval, while still others were either completely independent of the government or operated with only its tacit acknowledgment. By 1864, the Confederate government was attempting to gain control over the various operations that had sprung up since the beginning of the war, but often with little success. Secret legislation was put before the Confederate Congress to create an official Special and Secret Bureau of the War Department. The legislation was not enacted until March 1865 and was never implemented; however, a number of groups and operations have historically been referred to as having been part of the Confederate Secret Service. In April 1865, most of the official papers of the Secret Service were burned by Confederate Secretary of State Judah P. Benjamin just before the Confederate government evacuated Richmond, although a few pages of a financial ledger remain. Thus, the full story of Confederate secret operations may never be known.

SIS is a member of the country's intelligence community and its Chief is accountable to the country's Foreign Secretary.Formed in 1909 as a section of the Secret Service Bureau specialising in foreign intelligence, the section experienced dramatic growth during World War I and officially adopted its current name around 1920. The name MI6 (meaning Military Intelligence, Section 6) originated as a flag of convenience during World War II, when SIS was known by many names; it is still commonly used today. The existence of SIS was not officially acknowledged until 1994. That year the Intelligence Services Act 1994 (ISA) was introduced to Parliament, to place the organisation on a statutory footing for the first time; it provides the legal basis for its operations. Today, SIS is subject to public oversight by the Investigatory Powers Tribunal and the Parliamentary Intelligence and Security Committee. The stated priority roles of SIS are counter-terrorism, counter-proliferation, providing intelligence in support of cyber security, and supporting stability overseas to disrupt terrorism and other criminal activities. The BND was founded during the Cold War in 1956 as the official foreign intelligence agency of West Germany, which had recently joined NATO. It was the successor to the earlier Gehlen Organization, often known simply as "The Organization" or "The Org.", whose existence had not been officially acknowledged. The most central figure in the BND's history was Reinhard Gehlen, the leader of the Gehlen Organization and later the founding president of the BND, who was regarded as "one of the most legendary Cold War spymasters." From the early days of the Cold War the Gehlen Organization and later the BND had an intimate cooperation with the CIA, and often was the western intelligence community's only eyes and ears on the ground in the eastern bloc. The BND was also regarded as one of the best informed intelligence services in regards to the Middle East from the 1960s. Both Russia and the Middle East remain important focuses of the BND's activities, in addition to violent non-state actors. The BND today acts as an early warning system to alert the German government to threats to German interests from abroad. It depends heavily on wiretapping and electronic surveillance of international communications. It collects and evaluates information on a variety of areas such as international non-state terrorism, weapons of mass destruction proliferation and illegal transfer of technology, organized crime, weapons and drug trafficking, money laundering, illegal migration and information warfare. As Germany's only overseas intelligence service, the BND gathers both military and civil intelligence. While the Strategic Reconnaissance Command (KSA) of the Bundeswehr also fulfills this mission, it is not an intelligence service. There is close cooperation between the BND and the KSA. The domestic secret service counterparts of the BND are the Federal Office for the Protection of the Constitution (Bundesamt für Verfassungsschutz, or BfV) and 16 counterparts at the state level Landesämter für Verfassungsschutz (State Offices for the Protection of the Constitution); there is also a separate military intelligence organisation, the Militärischer Abschirmdienst (MAD, Military Counterintelligence Service).

Carrier pigeons of the Racing Homer breed were used to carry messages in World War I and World War II, and 32 such pigeons were presented with the Dickin Medal During the First and Second World Wars, carrier pigeons were used to transport messages back to their home coop behind the lines. When they landed, wires in the coop would sound a bell or buzzer and a soldier of the Signal Corps would know a message had arrived. He would go to the coop, remove the message from the canister, and send it to its destination by telegraph, field phone, or personal messenger. A carrier pigeon's job was dangerous. Nearby enemy soldiers often tried to shoot down pigeons, knowing that released birds were carrying important messages. Some of these pigeons became quite famous among the infantrymen they worked for. One pigeon, named "The Mocker," flew 52 missions before he was wounded. Another, named "Cher Ami," lost her foot and one eye, but her message got through, saving a large group of surrounded American infantrymen During World War II, the United Kingdom used about 250,000 homing pigeons for many purposes, including communicating with those behind enemy lines such as Belgium spy Jozef Raskin. Following President Kennedy's assassination, USSS Special Agents were authorized to carry the .357 Magnum Smith & Wesson Model 19 revolver. Between 1981 and 1991, the Secret Service issued the Smith & Wesson Model 19 and the Smith & Wesson Model 66 .357 Magnum revolvers, with 2.5-inch barrels all the way up to the 4-inch-barreled models, loaded with hollow-point rounds. By 1992, the standard issue weapon became the SIG Sauer P228 9mm pistol. This weapon stayed in service through 1999. The Thompson submachine gun was replaced by the Uzi submachine gun in the 1970s. Uzis utilized by the Secret Service have the common characteristic of slightly shorter than standard barrels... The Uzi was phased out in the mid 1990s and replaced by the H&K MP-5. The Secret Service was the last Federal agency to use the Uzi. The M4 carbine was utilized by agents of the Counter Assault Team from the early 1990s until 2006 when it was replaced by the SR-16. Current weapons The current sidearm for USSS agents is the Sig Sauer P229 chambered in .357 SIG, which entered service in 1999, and also the FN Five-seven pistol... Agents and officers are trained on standard shoulder weapons that include the FN P90 submachine gun,[43] the 9mm Heckler & Koch MP5 submachine gun, and the 12 gauge Remington 870 shotgun.. The Counter Assault Team (CAT) and the Emergency Response Team (ERT) are both issued the 5.56mm Knight's Armament Company SR-16 CQB assault rifle. CAT also uses 12 gauge Remington 870 MCS breaching shotguns. Uniform Division technicians assigned to the Counter Sniper (CS) team use custom built .300 Winchester Magnum bolt-action rifles referred to as JARs ("Just Another Rifle"). These rifles use Remington 700 actions in Accuracy International stocks with Schmidt & Bender optics. CS technicians also use the 7.62mm KAC SR-25/Mk11 Mod 0 semi-automatic sniper rifle with a Trijicon 5.5x ACOG optic. The Department of Homeland Security has made numerous attempts to bring the Secret Service's weapons procurement in line with the rest of the department. The agency has resisted these inroads and currently maintains an independent acquisition process. A program to identify a replacement for the P229 is in its formative stages.

This police protection was routine for both visiting presidents and for motorcades of other visiting dignitaries. Police Chief Jesse Curry later testified that had his men been in place, they might have been able to stop the assassin before he fired a second shot, because they carried submachine guns and rifles. An investigation by the House Select Committee on Assassinations (HSCA) in 1979 concluded that "the Secret Service was deficient in the performance of its duties." The HSCA stated: That President Kennedy had not received adequate protection in Dallas. He also attended Concordia College in Moorhead, Minnesota, where he played football, studied history, and was a 1954 graduate. After college, Hill was assigned to the Denver office of Secret Service in 1958 and served on the detail for President Dwight D. Eisenhower. After John F. Kennedy was elected President of the United States, Hill was assigned to protect the First Lady, Jacqueline Kennedy. President Kennedy was assassinated on November 22, 1963, in Dallas, Texas, during a motorcade through the city, en route to a luncheon at the Dallas Trade Mart. The President and Mrs. Kennedy were riding in an open limousine containing three rows of seats. The Kennedys were in the rear seat of the car, and the Governor of Texas, John Connally, and his wife, Nellie Connally, were in the middle row. Secret Service agent William Greer was driving and the president's bodyguard. Roy Kellerman, was also in the front seat. Hill was riding in the car immediately behind the presidential limousine. As soon as the shooting began, Hill jumped out and began running to overtake the moving car in front of him. He climbed from the rear bumper, crawling over the trunk to the back seat where the President and First Lady were located. Hill grabbed a small handrail on the left rear of the trunk, normally used by bodyguards to stabilize themselves while standing on small platforms on the rear bumper. According to the Warren Commission's findings, there were no bodyguards stationed on the bumper that day because ...the President had frequently stated that he did not want agents to ride on these steps during a motorcade except when necessary. He had repeated this wish only a few days before, during his visit to Tampa, Florida. Until 2003, the Service was part of the U.S. Department of the Treasury. The U.S. Secret Service has two distinct areas of responsibility: Financial Crimes, covering missions such as prevention and investigation of counterfeiting of U.S. currency and U.S. treasury securities, and investigation of major fraud. Protection, which entails ensuring the safety of current and former national leaders and their families, such as the President, past presidents, vice presidents, presidential candidates, visiting heads of state, and foreign embassies. The Secret Service's initial responsibility was to investigate counterfeiting of U.S. currency, which was rampant following the U.S. Civil War. The agency then evolved into the United States' first domestic intelligence and counterintelligence agency. Many of the agency's missions were later taken over by subsequent agencies such as the FBI, ATF, and IRS... History Early years With a reported one third of the currency in circulation being counterfeit at the time, the Secret Service was created on July 5, 1865 in Washington, D.C., to suppress counterfeit currency. Chief William P. Wood was sworn in by Secretary of the Treasury Hugh McCulloch. It was commissioned in Washington, D.C. as the "Secret Service Division" of the Department of the Treasury with the mission of suppressing counterfeiting. The legislation creating the agency was on Abraham Lincoln's desk the night he was assassinated. At the time, the only other federal law enforcement agencies were the United States Park Police, the U.S. Post Office Department's Office of Instructions and Mail Depredations (now known as the United States Postal Inspection Service), and the U.S. Marshals Service. The Marshals did not have the manpower to investigate all crime under federal jurisdiction, so the Secret Service began to investigate everything from murder to bank robbery to illegal gambling. After the assassination of President William McKinley in 1901, Congress informally requested that the Secret Service provide presidential protection. A year later, the Secret Service assumed full-time responsibility for presidential protection. In 1902, William Craig became the first Secret Service agent to die while serving, in a road accident while riding in the presidential carriage. The Secret Service was the first U.S. domestic intelligence and counterintelligence agency. Domestic intelligence collection and counterintelligence responsibilities were vested in the Federal Bureau of Investigation (FBI) upon the FBI's creation in 1908. The Secret Service assisted in arresting Japanese American leaders and in the Japanese American internment during World War II. The U.S. Secret Service is not a part of the U.S. Intelligence Community... The Secret Service investigates forgery of government checks, forgery of currency equivalents (such as travelers' or cashiers' checks), and certain instances of wire fraud (such as the so-called Nigerian scam) and credit card fraud. The reason for this combination of duties is that when the need for presidential protection became apparent in the early 20th century, few federal services had the necessary abilities and resources. The FBI, IRS, ATF, ICE, and Drug Enforcement Administration (DEA) did not yet exist. The United States Marshals Service was the only other logical choice, providing protection for the President on a number of occasions. The Secret Service has concurrent jurisdiction with the FBI over certain violations of federal computer crime laws... Effective March 1, 2003, the Secret Service transferred from the Treasury to the newly established Department of Homeland Security. The USA Patriot Act, signed into law by President George W. Bush on October 26, 2001, mandated the U.S. Secret Service to establish a nationwide network of Electronic Crimes Task Forces (ECTFs) to investigate and prevent attacks on financial and critical infrastructures in the United States. As such, this mandate expanded on the agency's first ECTF—the New York Electronic Crimes Task Force, formed in 1995—which brought together federal, state and local law enforcement, prosecutors, private-industry companies, and academia..
