USS Caron getting rammed by the Russians in the Black Sea - Feb 1988

In February 1988, Caron operating with Yorktown, entered Soviet 7 miles ) territorial waters limit in the Black Sea off the Crimean Peninsula. Under international law, this act could be permissible if the ship was progressing from one point in international waters to another point in international waters via the shortest course possible, but according to the Soviet Union, it was the right of the USSR to authorize or prohibit travel in selected areas within the 12 mile limit. The United States however did not recognize the Soviet's claim in this case. To prevent it from becoming accepted precedent, the US Navy claimed that it had sailed warships through such areas at regular intervals in the past, which we had, not just two years prior. On this occasion, Caron had onboard a ships signal exploitation spaces system, operated by a crew of 18 in support of the U.S. National Security Agency. This system was capable of recording data on Soviet defense radars and communications. In response, the Soviets deployed a destroyer and a Mirka II class light frigate as well as a KGB and "civilian" ships to intercept the U.S. ships. Several times, Soviet vessels obtained radar "lock" on the Caron and Yorktown. Both American ships maintained a constant course and speed throughout the incident. Eventually, the Soviets lightly rammed both ships. No significant damage resulted to any of the ships involved. Both US warships sent an account of the incident to the Commander in Chief of United States Naval Forces in Europe. The Caron reported at 13:20 local time, it was informed on channel 16 VHF by the Bezzavetny: "Soviet ships have orders to prevent violation of territorial waters, extreme measure is to strike your ship with one of ours."[1] The reply of the Caron was "I am engaged in innocent passage consistent with international law."[1] The Yorktown, in its report stated that on 9:56, local time, it was contacted by the Bezzavetny via channel 16 and told to leave Soviet territorial waters or "our ship is going to strike on yours."[1] Then, according to the report, the Bezzavetny came alongside port side of the Yorktown at 10:03 and bumped it by turning into the ship.[1] As for the music, take note that this was shot on VHS and back in 1988, when we did not have Youtube. According to the center, "the Black Sea Fleet guard ship Pytlivy began tracking the movements of the US naval ship immediately. Besides, the US ship will be monitored with the help of the fleet’s electronic and technical means. USS Donald Cook entered the Black Sea at 8.50 p.m., the National Defense Control Center specified. The top brass recalled that under the Montreux Convention, which regulates transit and navigation through the Bosphorus and Dardanelles Straits, the USS Donald Cook cannot stay in the Black Sea longer than 21 days, as a naval warship belonging to a country without a Black Sea coastline. Earlier in the day, the US 6th Fleet’s press service reported that the Arleigh Burke-class guided-missile destroyer USS Donald Cook began its transit of the Dardanelles Strait heading into the Black Sea "to conduct maritime security operations and enhance regional maritime stability, combined readiness and naval capability with our NATO allies and partners in the region.". The Arleigh Burke-class guided-missile destroyer was navigating the Dardanelles Strait in Turkey on January 19 as it headed north toward the Black Sea, the U.S. Navy said in a statement. “The U.S. Navy routinely operates in the Black Sea consistent with the Montreux Convention and international law,” the statement said. It did not say when it expected the ship to reach the Black Sea, but the TASS news agency quoted the Russian Defense Ministry’s Defense Control Center as saying it is “tracking the movements” of the Donald Cook, which according to international convention may stay in the Black Sea for no longer than 21 days. Tensions in the region have been heightened since November 25 when Russian security forces fired on, boarded, and then seized three Ukrainian vessels near the Kerch Strait, which links the Black Sea and the Sea of Azov. Moscow claims the Ukrainian vessels illegally entered Russian territorial waters near Crimea, the Ukrainian peninsula that Russia occupied and took over in 2014. It is holding 24 Ukrainian sailors for possible trial on charges of illegal border crossing. The United States, European Union, and other Western countries have called for their release. "The United States and the U.S. Navy continue to stand alongside our allies in defense of shared regional interests and maritime stability," Commander Matthew J. Powel, commanding officer of Donald Cook, said in the Navy statement. "Our arrival into the Black Sea will showcase the Navy's interoperability in pursuit of common security objectives, enabling us to respond effectively to future crises or deterring aggression," he added. U.S. national security adviser John Bolton said in December that there will be no substantial meeting between President Donald Trump and Russian President Vladimir Putin while Moscow still holds the Ukrainian ships and sailors. Russia moved swiftly to seize control over Crimea after Moscow-friendly Ukrainian President Viktor Yanukovych was pushed from power in Kyiv by the pro-European Maidan protest movement in February 2014. Putin's government sent troops without insignia to the peninsula, seized key buildings, took control of the regional legislature, and staged a referendum denounced as illegitimate by at least 100 countries at the UN. Russia also fomented unrest and backed opponents of Kyiv in eastern Ukraine, where more than 10,300 people have been killed in the ensuing conflict since April 2014. The International Criminal Court (ICC) ruled in November 2016 that the fighting in eastern Ukraine is "an international armed conflict between Ukraine and the Russian Federation." Russian media earlier reported that a Buyan-class corvette and a Yuri Ivanov-class intelligence ship were charged with monitoring the US destroyer's activities. The visit was USS Donald Cook's second entry into the Black Sea this year. In January, the ship visited the Georgian port of Batumi. In accordance with the 1936 Montreux Convention regulating the Black Sea naval traffic, warships from non-Black Sea powers are forbidden from staying in the body of water for a period of more than 21 days.

The Russian Air Force Khibiny is an advanced aircraft-mounted electronic warfare (EW) system capable of jamming state-of-the-art air defense radar systems. The Khibiny jamming was tested successfully for some time on the ground in Buryatia, Russian Federation. On April 17, 2014, two Russian Air Force Su-24 bombers with no weapons loaded were sent to intercept the US Navy's AEGIS-equipped destroyer USS Donald Cook in the Black Sea. One of them flied around the destroyer up to 12 times while the other one remained away as done usually by both sides during the Cold War period. Unconfirmed reports suggest that the Su-24s were equipped with the Khibiny EW system and were able to neutralize the AEGIS phased array radar target tracking capabilities while the ship's crew was unable to re-boot the system. It is not clear whether the jammer affected the radar system itself or only the computer-based component or either both at the same time. For protection, it carries more than fifty anti-aircraft missiles of various types. Meanwhile, the Russian Su-24 that buzzed the USS Donald Cook carried neither bombs nor missiles but only a basket mounted under the fuselage, which contained a Russian electronic warfare device called Khibiny. The Russian Su-24 then simulated a missile attack against the USS Donald Cook, which was left literally deaf and blind. The protective hood prevents the missile from reaching the target and makes it deviate from the course. According to KRET corporation the Khibiny increases the aircraft's survivability by 25-30 times. This pod development is the result of the lessons learned during the conflict with Georgia in 2008 where all the aircraft lost were not fitted with an EW system which is the main cause of them being shot down. The Khibiny jamming system was tested successfully for some time on the ground in Buryatia, Russian Federation. The Russian Air Force plans call for the installation of the Khibiny jammer on all its advanced jets such as Su-30SM, Su-30M2, Su-34 and Su-35 (Khibiny-10V). The Khibiny-10V is a version installed internally instead of the wing tips. "This provocative and unprofessional Russian action is inconsistent with their national protocols and previous agreements on the professional interaction between our militaries," Pentagon spokesman Colonel Steve Warren said. The Russian Su-24 Fencer, made a total of 12 low altitude passes near the USS Donald Cook in an incident that lasted 90 minutes as the U.S. ship was conducting a patrol in international waters of the coast of Romania. The ship is now at port in Romania. The Russian plane did not respond to attempts by the ship to make contact with the pilot. Reports said that a Russian Navy frigate had also been shadowing the US warship Pentagon officials have yet to discuss the incident with the Russian government, the spokesman said.
